Seems to me Gov. Blanko(being a La. resident I'm allowed to call her that) was merely asking for assistance in the evacuation areas with some mention of debris removal.

Of particular interest is, the notice from the President and note the Parishes mentioned, then refer to the La. map link provided and you will see that the Parishes that were directly affected by Katrina are not a part of the declaration.
