"The REAL MISTAKE was the City's failure to have a disaster plan."

Sure, that was bad. They definitely should have done a better job and I don't know what led up to the plan in hand. Now I do know that FEMA contracted with a company to do a disaster plan last year.

Obviously it was, ummm, insufficient. Interestingly enough, James Lee Witt Associates was one of the partners, but they bailed out of the contract very early. Maybe we know why now.

The response has been good since Friday, the question on the table is why it took so long. The levees started to breach Monday morning. It was known that those in the Superdome had limited food and water. If FEMA had asked, the mayor probably would have told him about the convention center. Heck, anybody who watched TV could have told him. When the levee started to breach, FEMA should have at least considered moving those supplies they claim they had positioned into New Orleans. And they should have considered contacting who ever is responsible to give orders to the Bataan, patiently waiting offshore to help. But, it apparently wasn't possible to do anything until Friday.

Again, we could air drop supplies into Banda Aceh, halfway around the globe in around 2 days. But it takes 4 or more days to get to the Gulf Coast. That should seem a little odd...
