I was talking about the initial response. Are you now maintaining that the city's plan was adequate?

The 'M' in FEMA means management. Their job is to plan for disasters and coordinate on the regional and national level. They also coordinate communications between those at the site and those that aren't. In 2004, they were given some additional powers in responding prior to the actual emergency. But, oddly, now they are claiming that their job isn't management, it is to offer assistance. If that is true, then something has changed really recently.

Ever been through more than a minimal strength hurricane on the coast? The communications infrastructure always fail. The police are quickly reduced to handheld radios and CBs running off of car batteries. If help doesn't arrive before the batteries run dry, then they are screwed. When Alicia hit Galveston, communications were the first to go. Same, no doubt, when Carla hit Galveston. I was in Beaumont at the time, though. I am not sure it is possible to harden it enough to survive. Which is why you need National Guard as soon as possible in the wake of a storm. You know, like we did with all the ones prior to Katrina.
