Sure, the Superdome call was the mayor's. Don't think he had much choice at the time. And there were provisions, just not enough to last as long as they were stuck there. Most of the rescue for the first 3 days was Coast Guard and they did a helluva job. Browse out the National Response Plan doc here, signed by the Bushistas in Dec 04. I think you'll see some things that were supposed to happen that didn't. dhs.gov
