Pretty obvious that FEMA is prevenitng supplies from entering New Orleans so that people will leave. This is called a siege, and it's an act of war.

What are the plannig to do that requires homeowners and residents to leave ? Bulldoze everything and sieze property ?

I expect they will flatten intact brick houses as well as damaged wooden houses.

Same with appartments - they will get rid of any and all low cost housing.
