I think that part of the reason NO didn't get the help that Florida did is that Jeb Bush was a more effective governor than that of Louisiana. In addition, I have been reading about a lot of resue workers who tried to get in and were shot at or were worried they'd be murdered and waited until they could get a proper armed escort. So the chaos itself hampered the relief efforts, whereas in Florida there was a lot less wanton crime, so rescue and relief efforts were quicker and more effective.
