The lake got higher than the retaining wall. Once water goes over an obstruction it eats the back side out. They could have sunk barges at the break and the mouth of the canal but went with the ever popular drop in sand bags. But they diverted the helicopter that was to do the dropping to another job. Next day the break was 2.5 times bigger and they only had 6 straps, one time use, to haul the sandbags. Get more straps? No, wait until the city is 80% under water and at lake level. These idiots couldn't run a duck hunting club.
