One more...a lot of people now displaced who have skills will say: "I need to get a job now, and settle in to support my family, we ain't gonna live out of a hotel room for months on end. F*ck if I'm gonna relocate back to NO in 3 years when it's finally inhabitable again when my kids are in school and I have my career back on track."

I think this will be a VERY strong factor pulling people away....many for good (the retirees leaving is a very good point, too). Especially the professional class and people with any portability to their skills at all (tradesmen for example)
