I'm blaming everyone. If certain elements here want to blame Bush mainly, I'll point out that such a notion may well be ridiculous, as others are to blame too, likely more so, and including voters.

I believe the military was in there on day one, thank-you, whoever notified whomever whenever, they were there.

Louisiana itself had about 150 Nat. Guard out of 8500 available, on Sunday, and if I recall correctly, about 4-500 on Monday when whoops, the levees broke.
