Allen,

A mobile cellular communications system from a blimp would work, IMO, but would be more of a communication company rather than a power company issue. A solar powered blimp would have a much longer on station time, but the basic idea would work with a conventionally powered blimp.

Each cellular service provider would have to sign on (e.g. Verizon, Cingular, Sprint, etc.) as the system with one system will not work with the other systems.

The big question is, Who pays for it?
