I've worked on the computer programs that do this kind of detecting. They are huge programs run on big mainframes slurping up thousands of 9 track tape reels of data to cross coorelate. While impressive to look at these machines don't have the power of my favorite game station.

I'm not sure that I would anticipate a large and complex program in this case. The data should already be there and I think all you have to do is a relatively few cross checks.

It can be two or three years before dupicate activity shows up and then it is put in the pile of millions of similar reports to be handled on a case by case basis.

That's the bigger problem. Enforcement. That's a matter of the will to do it [along with the funding]. You don't have to get everyone just enough to put the fear out that they'll get caught.
