It's clear that there was a governmental breakdown before and after Katrina ..... .......... Clinton stated on Monday that there seems to be solid agreement on that point. Incompetence on all levels of government. The only competence shown was local officials' repeated requests for federal assistance to restore the levees. This hurricane showed all of us, though, that Bush is a politician, not a humanitarian. /john
