Here we go again. Blaming someone else for something that the President himself should have kept his finger on.

If Iraq is messed up, it is the Generals, if intelligence is botched then it is the CIA chief, if relief efforts falter it is the FEMA director. And so the blame game goes on.

What is the President there for if all these people are to be blamed. Isn't the President the Chief Executive who is expected by us to keep his finger on the pulse of all these agencies?
