Now that the entire town has to be rebuilt, it should be done with the future in mind. IMO, they should either fill in the land between the levies to an elevation above sea level (a monumental, multi-billion dollar project) or tear down the levies and build on the new shore line. The latter seems like the more feasible plan to me, as opposed to trying to hold back the gulf of Mexico! I know that global warming will bring up the ocean levels, but I don't know what effect it will have on the strength of that regions hurricanes in the future. Whatever they decide to do, FEMA is going to have to work on it's response time. They remind me of a possum crossing the road - they can only get away with it so many times before everybody knows they're too slow.
