No, you cannot blame local government.

Local services were literally under water or blown off the face of the earth. What could local responders do when they were victims of the same storm devastation as their citizens? Did you see how many police cars were literally under water? State officials are partly to blame but they too were deluged and half their forces were in Iraq.

It was the federal government, namely FEMA, which totally blew it and Scarborough made that clear. For one thing, FEMA did not even call around to the the military and others asking for help until the day AFTER the flooding. That should have been three days earlier. And Bush should have given the order to have it done. BVut Bush was too busy patting himself on the back for screwing up Iraq.
