10 to fifteen feet is all I'm talking about. building code improvements requiring raised construction to take care of the rest. Ever see a "shotgun" house in NO? Most are on an elevated platform (about 4-5 feet high) to put the main structure over floodwaters. A very successful design, and it was used extensively in the late 1800's; there are numerous examples all over the city. Put 'em on an elevated base (landfill) and I think you have a flood proof design. I'm sure there will be many more creative solutions than that, but the potential is easy to see.
