The Saudis fly to London, or Geneva to get drunk and gamble :) Though Bahrain, Beirut, and even Cairo have some of that stuff. But then they have an atmosphere at home of one sort and go somewhere else for another. And I can understand keeping the county dry, but keeping the Casino in the water sounds really nuts, especially if it is parked right there and going nowhere (apart from eventually onto land).
