They knew beforehand that up to 100,000 people would not be able to leave.
Only FEMA and the Federal Govt. have the resources and equipment to undertake major disaster relief on this scale.

9-11 didn't require this kind of effort - the towers fell - and most all the people were dead. Mostly debris to pick through and cleanup- not thousands of lingering injured or dying like this was.

Besides, New York had quite a few more resources, but I remember most were never used - as hospitals waited for patients that never came.

I saw today BTW that Northern California also has areas under sea level - protected by levees that would likely break and flood in the event of a major hurricane - so we need better preparation all around.
