They expected to have 100,000 people left behind in NO - after they evacuated 80% of the city.
Think most major cities could get everyone out - I don't think so - not surrounded on 3 sides by water.
Only the Feds and FEMA have the outside resources to help with something this big - any local govt outside of maybe NYC and LA can't be expected to do it all. Or the state.
Only Feds.
