Cell phones worked sporadically (some cells did, most didn't).

Land lines went down in the flood with the exception of Fiber communications (a Network Ops Center in NO stayed up the entire time with a generator - streaming video at that).

Radio systems worked even after central dispatch stations went down, but the NO Police were limited to one chanel.

Trouble is, NO Police, Feds, LA State Highway Patrol etc all have different systems using different frequencies.

Within Fed space, Coast Guard and other departments can't talk directly.
