Long time no read.

I'm thinking that it should be brought to a nationwide plebiscite as to whether NO should be re-constructed in its present site below sea level.
If it is re-constructed, the entire United States will ultimately pay for it and be subsequently liable for future inundations. They should have a say. Commons sense says no.

If an element of the state, municipality (City) decide to go for it (despite a negative nationwide vote) then perhaps they should pay for it with some more modest, conventional assistance by the country (Feds).

Just thinkin out loud.

Hope you're keeping well and it's good to see the disaster being somewhat alleviated.
