OT OT Katrina and Miasma: As the orders to completely evacuate NO intensify, the flood waters are carrying massive amounts of contaminants from direct storm damage to tanks and processing facilities as well as organic waste. But, there is talk of much more than this: that chemical wastes are leaching up into the surface flood waters from contaminants from toxic dump sites and the many petrochemical facilities in and around Port of NO. What a sad, witches' brew.

If "[G]overnment" can not be charged, as its primary function, with protecting (i) the public safety, health, and welfare of the body politic and (ii) accumulated public and private investment, let alone the cultural achievements of generations, then what must its true function be?

[EDIT: to take this 'round to an investment discussion seems cheesy and misguided, but to the extent that NO revivifies Quaeda notions of how to spread misery in its miserable mission, I guess companies standing to profit from protecting against/mitigating bio/chemical hazards might be relevant?]
