"Puzzles me as to why so many people seem to think it has been a crime for the government to encourage home ownership, yet nothing has been wrong with handing out rental vouchers like candy to the poor for many years."

Because the government should be encouraging savings before home ownership and investment. With the recent changes in lending policies and the White House's proposal to borrow $ 200 billion per year to fund retirement accounts, we've basically abandoned the responsibility of the buyer/investor to bring some equity to the table (as in ownership). It's all become a government scheme to inflate assets to boost disposable income... The only thing left is to mandate banks to provide unsecured business loans to all individuals who wish to own their own business.
