TOO much to expect a SINCERE early visit from him ?

The problems with an early visit would have been greater then the problems with a later visit. Not problems for Bush personally, but problems for the people on the ground trying to gain control of the situation.

As for sincerity - Whether or not Bush was sincere it is probably too much to expect his opponents to accept that he may have been very sincere or to in any way give him any benefit of the doubt.
