Certainly there is plenty of criticism that can be spread around. But don't forget that Bush could have sent in the National Guard on his own, just like he did on 9/11.

I heard something on TV that said that Bush would have authority to act without Governor's (or Mayor's?) approval only if he declared that there is insurrection. I don't know if that is right or wrong.
