I am sure the story is true and the pilots should be chewed out. Laws prevent the military from civilian rescue without direct intervention from the President or Congress, and that must be specific to the task requested. This has been the case for a century and a half or so. During WWII there were a number of natural disasters without help from the military. This policy helps to prevent the military from being overburdened with disaster aid, otherwise they would never get any training done.

In this case they were supposed to be helping out military and their family's. I understand Keesler AFB got hit hard.
