to subtly remind america once again that the true virtue of government is to become so small it can be drowned in Grover Norquist's bathtub.

Bush has never been much of an advocate for small government. This is esp. true if we look to his deeds rather then his words. He spends money hand over fist, and the majority of it isn't in Iraq or Afghanistan or for homeland defense and anti terror efforts.
