You are wrong. Now true, we don't really know if the levees would have breached or not if the maintenance and upgrades had been done. But we do know that without them, they did breach. The funds for providing maintenance were cut out of the budget in 2004. Funds have been cut every year since 2001. A plan to upgrade the levee system from a minimum Cat. 3 was shelved due to lack of funds. The Times-Picayune has been reporting this for years. And Louisiana has been screaming about it for as long.
