You have already illustrated a great deal more knowledge of the subject of pumps than I have.

It seems like "a few" of those big pumps might be capable, not of overcoming the problem, but at least making the problem less pressing.

I recall when driving in on I10 from the North you would see those huge pumping stations with several huge pipes -- each maybe 5 or 6 ft in diameter, running by the freeway. I thought at the time, man, you could move a LOT of water with those things. Obviously, not enough.

I do think they'll have this drained way ahead of what they're telling people. But the mess that is left behind is going to be shocking I think. One wonders just how toxic this crap really is and how much of that will be left on the ground and in structures.
