You are wrong. Now true, we don't really know if the levees would have breached or not if the maintenance and upgrades had been done. But we do know that without them, they did breach.

That makes it a lie.

The levees were never designed for such a storm (which makes no freaking sense to me) and there is no reason to think they would hold. Every civil engineer in Louisiana knew damned well they were not likely to hold in these circumstances.

To suggest that somehow, this had something to do with funding, is just a damned lie. Nothing new for tejek, but still needs to be pointed out. I've always thought you were a bit more intellectually honest than that, even though I seem to disagree with most of what you say.
