For pete's sake, I hope homeland security money is not used to fund infrastructure stuff......that's the business of state and local governments, who issue municipal bonds to pay for that.

Are you saying that if water mains or gas mains are weak in my area (and many do burst and shut down roads and entire neighborhoods from time to time, because some moronic builder didn't know better and drove his machinery into them), we should get the feds to pay for it with our IRS tax dollars?

Homeland security expenditures are supposed to extend further than freeways and water pipes.
