These Senators are just out to lunch, from both parties. The oil companies might well spend enough lobbying their cases under the proposal, to raise the price of gas right there!

If they aren't smart enough to spend their profits as the Senator would like, they may suffer for it anyway. When they don't suffer for spending against the Senators wishes in some cases, it's a good thing for us all who would buy from them. Reinvestment in capabilities is just generally wise. Investment in their own stock, other companies, and even Jet Planes, may simply be wise for the health of the Oil Industry, and hence the welfare of the common man. Yes, it does go hand in hand. Slice it how you like, if you harm the oil industry through taxation and tax-based Federal Control of Oil Company Spending, you'll get results from the oil industry which are about as handy to the common man in this country as a broke blackjack player (and did I mention even more lobbying and sweet deals for congressmen?).
