All true. But the problem is that you can't restore order if looting is wide spread. They've had to do it a few times in the past because of that. Which is one of the reason why they came to the realization that the National Guard had to move in quickly when a hurricane strikes. The looters tend not to be a problem, especially if they show up within a day or two. If things go much beyond that, the sociopaths feel that the area is theirs and things go to hell.
