FEMA is supposed to be a central pool of experts who handle emergencies. They are part of Homeland Security and hence are required to plan and assist local officials when they see impending danger. FEMA fulfilled its role to people's expectations during the Clinton era and even by Bush's account they did a very good job in his state when he was Texas Governor. Didn't see Bush, a local official at that time, getting any praise.

Safeguarding the homeland against internal and external threats is the job of the Federal Govt. And that is why we have agencies like FEMA.

You are in the minority. The nation is blaming FEMA and the President. This is a issue of execution not a judicial or a legislative issue.

I have not heard Guiliani or any local official being blamed for 9/11. 9/11 and Katrina are enormous; one is man-made the other is a product of nature. 9/11 could have been prevented, and we could have prepared ourselves better to handle Katrina.
