On the flip side of my last post. . . When it comes to high level organized corruption in a city like New Orleans, it becomes a bottomless pit for federal grant money and other assistance. They figure, "why send it if it just going to be siphoned off into the pockets of cronies?"

The federal assistance and grant monies get sent to such a city (or institution for that matter) and placed into the general fund. But by the time it is used on the intended purpose, $100 million dwindles down to $25 million and it is no longer enough to solve the problem, hence the request for more money. More federal money is granted. And once again, attrition sets in and by the time it can be put to use, compromises must be made. Repeat ad infinitum.

I know it sounds silly. And we as individuals would never fall for such a trick. But we as a country do all the time. And not just in New Orleans. This is why the federal government often balks at requests for projects that are seemingly no-brainers and have the potential for saving lives. It seems like they are insensitive to the needs of the city or state. when in reality, they know that the money will be flitted away before it has a real chance of addressing the problem.
