I saw the interview with the head of Red Cross. She was very careful to lay blame at the state level -- first saying simply "homeland security", then backing up to correct herself and stress that she was referring to the STATE homeland security director.

In particular, Red Cross wanted to deliver supplies to the Superdome and were expressly forbidden from doing so, on the basis that they wanted to "encourage" these people to leave the city, not to stay in the Dome.
