Some are, some aren't. The city of Houston will be well compensated for it's efforts by FEMA. Continental is getting paid for seats out of NO to Houston, etc. The ones referred to in the article are gratis. A lot of firms are under contract with FEMA to provide services. Others are doing it free, plus donating money.

The outpouring of private help during this emergency will never be fully tabulated.
