The ides that "consumers pay for all taxes" is false, even though its a very popular idea in some circles.

To make the statement true, you need to include domestic and foreign investors, as well as foreign consumers, in the category you call consumers. But this is not how economists define investors and consumers.

Whether a tax is borne by the consumer, or by the investors who own the business, depends upon market conditions - whether the business has pricing power.
