Bush and FEMA have already lost the blame game. Although some 35% of loyal Repubs will never blame them no matter what they do, quite a few top conservatives are. These include Joe Scarborough and Bill O'Reilly. Only "say anything to protect Bush" types like Hannity defend FEMA's FUBAR job on Katrina. And Bush is responsible for FEMA.

CNS is not credible on the subject. They are a pro-Bush propaganda site.
