Man, he had weeks to deal with Mount St. Helens, and a volcano is stationary, not unpredictable like a hurricane. When a hurricane is threatening, 80% is pretty damn good. I know we've never had that level of compliance in this area. I doubt any area of Florida has ever had 80% compliance to a mandatory evacuation.
