As I said, I already backed it up here with links, and common sense. Read the posts, explore the links. The Mayor left hundreds of busses sitting still. Jesse Jackson says that was becuase there was no place to drive them to.

Bush? Urged the Mayor to do so before the Mayor did, after the Mayor had waited overnight to do so so that he could look into the "legal" ramifications.
