I think it's another thing too, cb.....Too many people are just plain used to thinking "the government can do it for me".... and I think we will see more and more of that mindset settle in.

BUT that said, I think it was simply beyond anything I could imagine that the Local and State Government hadn't thought out in advance how they were going to deliver water to as many as 2 million people in case of an attack.....any attack, be it from terrorists, or from Mother Nature herself.

One simply can't live if the temp and humidity are high, and there is no drinking water available. Period.

What provision had the City of NO made for water?
Ditto LA State --what provision made for water in an emergency?
And WHERE was the local FEMA office, and what agencies had they contracted with for water?

When you look up FEMA.gov, you will see there are only 2500 people nationwide....it is a "handling" agency ....My husband said the actual total was about 1800 because of the restructuring.

And the restructuring was mandated by Congress after 9-11 and the 9-11 Commission Report....Now FEMA is a part of Homeland Security, with another Cabinet Level Head of all of is....

BUT that doesn't excuse the local groups for not being prepared themselves.
