"Bush was supposed to improve the levees while the hurricane was coming???"

Yah know, that particular remark is by far dumber than any you've made before, and you have an impressive track record in that regard. I guess the thread had too many big words for you. Or maybe you don't know how to follow the link back to get context. Knowing you, it is probably both. Given the fact that it apparently went over your head, let me recap. DR made the point that when Dubya was jammin' the danger to New Orleans wasn't known. Chris replied, in essence, that it would take a moron, something I think resonates with you, to know that a Cat. 5 hurricane and not have a clue that something bad was about to happen. Of course, by the time of the jam session, it was already known that New Orleans was in trouble.

So what could he have done? Well, cutting his vacation short and actually doing something would have been a start. He gave the very strong impression, deserved or not, that he didn't consider it to be a big deal. One possibility would be to do some of the things detailed under the National Response Plan. Another would have been to give the orders to let the Bataan, stationed right in the area, to lend aid like they wanted to. The list of things he could have done, but didn't, is actually quite long. None of which involved actually trying to shore up the levees.
