Boy that sounds like a recipe for constitutional disaster.

EACH State Gov and EACH Mayor of towns in the State sign an "advance permission" for the Feds to come right in and take over agreed upon tasks to be done. Time wouldn't have been wasted if an advance agreement was already in place
