Brown would not have been scapegoated if it is not for Bush;s acknowledgement that the Feds failed in a bad way and that Bush failed to provide the leadership. As regards levee repair, you think Bush Sr. or for that matter Reagan should have spent the money. Say what? Oh the levees did not need repairs then. Aha. Then what is basis to claim that Clinton should have spent funds to repair the levees? Did it really need the funds during Clinton's time? The Bush Republicans are toast. They are scrambling to cover their ass.
