The feds are supposed to be into the disaster the day after a disaster strikes I'm not sure where you're getting your information that is inconsistent with the charter of FEMA. Interesting story: post-gazette.com FEMA should try to get into an area as fast as practical. But the bitching about Katrina is just the usual bashing unless someone can explain specifically what FEMA did or didn't do that should have been done.
