I don't know if anyone read this article (the one in the post I'm responding to)- but this stands out to me:

"The administration followed the same principles in staffing FEMA. The agency had become a highly professional organization during the Clinton years, but under Mr. Bush it reverted to its former status as a "turkey farm," a source of patronage jobs.

As Bloomberg News puts it, the agency's "upper ranks are mostly staffed with people who share two traits: loyalty to President George W. Bush and little or no background in emergency management." By now everyone knows FEMA's current head went from overseeing horse shows to overseeing the nation's response to disaster, with no obvious qualifications other than the fact that he was Mr. Allbaugh's college roommate."

I wonder who the highly professional staffers were under Clinton- what were their qualifications? I'd love to be able to compare. I think I'll go try and find out who they were.

-James Lee Witt- I'll go look up his qualifications:

"During the Clinton administration, FEMA was transformed into an exemplary and effective Cabinet-level agency under the leadership of James Lee Witt, a veteran emergency director. FEMA's downward slide began with the Bush administration's decision to replace Witt with Joe Allbaugh, whose qualifications included being manager of the Bush-Cheney 2000 campaign. "
