I don't know if anyone read this article (the one in the post I'm responding to)- but this stands out to me:

By now everyone knows FEMA's current head went from overseeing horse shows to overseeing the nation's response to disaster, with no obvious qualifications other than the fact that he was Mr. Allbaugh's college roommate."

I wonder who the highly professional staffers were under Clinton- what were their qualifications? I'd love to be able to compare. I think I'll go try and find out who they were.

-James Lee Witt- I'll go look up his qualifications:

FEMA's downward slide began with the Bush administration's decision to replace Witt with Joe Allbaugh, whose qualifications included being manager of the Bush-Cheney 2000 campaign. "
