What I am suggesting is that you move the refining facilities away from low lying [read: below sea level] areas

You don't "move" refining facilities. You build new ones. If you build a new one (which nobody has done in years, due in significant part to the myriad red tape and EPA nonsense associated with it), you certainly wouldn't abandon those that are already up and running.
