Why don't you fill in the details of that particular disaster?
Maybe then you'd have to say that the DC responders were completely unprepared to save the survivors out of the water at the 14th street bridge. They drowned in the icy waters because there were no pontoons, boats, flotation devices, anything around for the cops to get down to the survivors.
Another case of woeful unpreparedness.
They got prepared afterwards, and you can't blame them. That was a surprise airplane crash. It has no relevance here, because this disaster they knew was coming. FEMA needs to be reformed. Bush is not the guy for that job. He's only good for PR. PERIOD.
