Had this been a mere "hurricane" there is no reason to expect that the response would have been other than identical. Which clearly supports the idea that the response was hindered by the fact that 80% of a city of 1.25 million was flooded, with those 1.25 million people having to be evacuated in the week AFTER the storm since the local authorities had no plan whatsoever to deal with the crisis.

Huh? You need to get your facts right. If you're going to put on an elitist attitude, you need to give the impression you know what the hell you're talking about.
